Es richtet sich an alle interessierten Mitarbeiter*innen der Berliner Bezirks- und Senatsverwaltungen sowie an deren Beauftragte, deren Arbeit einen Bezug zu Beteiligungsprozessen in der Stadtentwicklung hat.<\/p>\n<p><!--more--><\/p>\n<p>Unser Fortbildungskonzept bietet eine Qualifikation zu Partizipationsverfahren in der Stadtentwicklung an, die keine oder nur eine sehr geringe rechtliche Formalisierung aufweisen. Diese Verfahren bieten die Chance der fall-, fallgruppen- und\/oder ortspezifisch zugeschnittenen und kreativen Ausgestaltung.<\/p>\n<p>Beteiligungsverfahren werden in unterschiedlichen Bereichen der Stadtentwicklung entwickelt und eingesetzt, beispielsweise in der Stadt- und Freiraumplanung, bei der Vergabe von Stadtteilbudgets oder der Aufstellung von Bezirkshaushalten. Allen gemeinsam ist, dass sie sich auf abgrenzbare und erfahrbare R\u00e4ume beziehen, in denen Menschen mit unterschiedlichsten sozialen und kulturellen Hintergr\u00fcnden und Erfahrungen leben.<\/p>\n<p>Mit der Initiierung von Beteiligungsverfahren sind bei allen Beteiligten h\u00e4ufig anspruchsvolle Erwartungen und Forderungen verbunden:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>Es soll sich ein m\u00f6glichst repr\u00e4sentativer Querschnitt der dort Lebenden, Arbeitenden und sich Aufhaltenden des Raumes beteiligen.<\/li>\n<li>Die Transparenz des Prozesses muss f\u00fcr alle Beteiligten gegeben sein.<\/li>\n<li>Es sollen Ergebnisse erzielt werden, die von allen Beteiligten mitgetragen werden und umsetzbar sind.<\/li>\n<li>Das umgesetzte Ergebnis sollte zum einen auch von denjenigen angenommen werden, die sich nicht unmittelbar beteiligt haben und zum anderen zu \u00fcbergeordneten Programmstrukturen und -zielen, wie z.B. denen der \u201eSozialen Stadt\u201c beitragen.<\/li>\n<\/ul>\n<p>Diese Erwartungen sind f\u00fcr die verantwortlichen Mitarbeiter_innen sowie deren Beauftrage nicht immer leicht zu erf\u00fcllen. Unsere Fortbildung soll motivieren und qualifizieren, Beteiligungsverfahren als integrierten Prozess zu verstehen, m\u00f6glichst fr\u00fch anzuwenden und effizient durchzuf\u00fchren.<\/p>\n<p>Im Rahmen der Fortbildung werden sowohl Orientierung und praktisches Handwerkszeug zur erfolgreichen Gestaltung eines Beteiligungsverfahrens vermittelt, als auch Fragen zur Rolle und Verantwortung als Mitarbeiter*in der Verwaltung oder Beauftragte*r in diesem Verfahren angesprochen \u2013 mit dem Ziel, die Aufgeschlossenheit und positive Haltung hinsichtlich der Begleitung von Beteiligungsprozessen weiter zu st\u00e4rken.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Begleitend zu dem \u201eHandbuch zur Partizipation\u201c haben wir ein Fortbildungsangebot f\u00fcr die Verwaltungsakademie Berlin entwickelt, das sich auf Partizipationsprozesse im Rahmen der Stadtentwicklung des Landes Berlin konzentriert.
